com.unity.services.tooling and com.unity.purchasing conflicting assets cause errors to be thrown when installing the packages

Steps to reproduce:
1. Create a new project
2. Install com.unity.services.tooling 1.4.1 (Window → Package Manager)
3. Install com.unity.purchasing 5.4.1
4. Observe the console

Actual result: Multiple errors are thrown in the console about conflicting assets
Expected result: No errors are thrown

Reproducible with: 5.4.0 (6000.0.79f1), 5.4.1 (6000.0.79f1)
Not reproducible with: 5.3.1 (6000.0.79f1)

Reproducible on: macOS Sequoia 15.7.5 (M1 Max)
Not reproducible on: No other environments tested
