com.unity.collab-proxy 2.13.3 fails signature validation with "invalid signature" when installing the Package

Steps to reproduce:

Create a new "Universal 3D" (URP) project via Unity Hub using 6.5.5f1 or create any Project and install the Version Control Package
Observe the console / Package Manager error

Actual results: Package 'com.unity.collab-proxy' has an invalid signature. Package Manager shows: "This package has an invalid signature which can indicate unsafe or malicious content. Remove this package to reduce risk to your project."

Expected results: The published com.unity.collab-proxy 2.13.3 package passes signature validation and resolves without warning.

Reproducible with versions: com.unity.collab-proxy 2.13.3 (6000.5.5f1)

Not reproducible with versions: com.unity.collab-proxy 2.12.4

Tested on (OS): Windows 11

Not reproducible on (OS): macOS 26.5.1
