Screen.safeArea and Screen.cutouts return zero insets on inner display where the OS declares a display cutout

Reproduction steps:

1. Open the attached “IN-149325” project
2. Switch to Android Platform
3. Build and Run the Android Player
4. Launch with the device unfolded
5. Observe safeArea/cutouts

Actual result: The UI reports zero cutouts and zero insets
Expected result: The UI reports that the screen does have insets and cutouts
