Title bar click is registered as an in-game left-click when it regains focus in a windowed Player

How to reproduce:

1. Open the attached "IN-150349" project
2. In the up-left corner of the Unity editor, click "File" > "Build And Run"
3. In the opened Player window, click on the blue space
4. Click on another application
5. Click on the title bar of the project's build window
6. Observe the square in project's build window

Actual result: The square flashes red after clicking on the title bar
Expected result: The square stays white after clicking on the title bar

Reproducible with: 1.7.0 (6000.0.0b11), 1.20.0 (6000.7.0a4)

Reproducible on: Windows 11 Enterprise (25H2), Mac
Not reproducible on: No other environments tested

Note: In 1.20.0 version of Input System package, you need to drag the project's build window by title bar to reproduce it
