Query Builder disabled filters get deleted when another filter is added

Steps to reproduce:

1. Create and open a new project
2. Open 'Window -> Search -> New Window'
3. Enable Query Builder
4. Create any two filters
5. Right-click and click on 'Enable' to disable one of them
6. Add another filter
7. Observe the Search window

Actual results: The disabled filter gets removed

Expected results: The disabled filter remains in the query builder

Reproducible with versions: 6000.0.0f1, 6000.0.82f1, 6000.3.22f1, 6000.5.9f1, 6000.6.0b9, 6000.7.0a5

Tested on (OS): Windows 11 Pro (25H2)

Notes:

• The Delete button only should remove the filter from the Query Builder
