“Version Control: UpdateSettings: Unknown version control plugin: Unity Version Control” error is thrown when reopening the project after creating a workspace

Steps to reproduce:

1. Create a new Unity project using the 
2. Open the Unity Version Control window  "Window > Version Control > Unity Version Control"
3. Create a new workspace
4. Close the Editor
5. Reopen the project
6. Observe the Console window

Actual results: "Version Control: UpdateSettings: Unknown version control plugin: Unity Version Control" error is thrown

Expected results: No errors are thrown

Reproducible with versions: 2.13.6 (6000.7.0a2, 6000.7.0a5)

Not reproducible with versions: 2.13.6 (6000.0.82f1, 6000.3.22f1, 6000.5.9f1, 6000.6.0b9, 6000.7.0a1)

Tested on (OS): MacOS Silicon Tahoe 26.5.1, Ubuntu 24.04
