Unknown version control plugin Error is thrown if the Version Control window is open when opening the Project

Steps to reproduce:

1. Open the attached project
2. Observe the Console window

Actual results: "Version Control: UpdateSettings: Unknown version control plugin: Unity Version Control" error is thrown after starting the project

Expected results: No VCS-related errors or warnings are thrown when opening the project with the VCS window open

Reproducible with versions: 6000.7.0a2, 6000.7.0a5

Not reproducible with versions: 6000.0.82f1, 6000.3.22f1, 6000.5.9f1, 6000.6.0b9, 6000.7.0a1

Tested on (OS): macOS 26.5.2
