How to reproduce:
1. Open Unity Hub and the Unity Editor
2. Put Unity Hub in the background
3. Disconnect and reconnect the internet connection
4. Observe the results
Expected results: Unity Hub stays in the background and does not steal focus
Actual results: Unity Hub comes to the foreground and steals focus automatically
