Project Settings window force-opens to the Project Validation tab on every domain reload when an imported XR Hands sample is older than the installed package

How to reproduce:

1. Open the attached "IN-149069" project
2. Enter and exit Play Mode, to trigger a domain reload
3. Observe the Editor

Actual result: The Project Settings window opens by itself to the Project Validation tab on every domain reload
Expected result: No settings window opens on every domain reload, and nothing opens in -batchmode

Reproducible with: 1.7.3 (6000.3.21f1), 1.9.0-pre.1 (6000.3.21f1)
Could not test with: 6000.3.22f1 (infinite domain reload)

Reproducible on: Windows 11
Not reproducible on: No other environments tested

Note: Window is also force-opened when the editor runs in -batchmode
