The Tutorials window is empty/has no tutorials when a new Unity project is created using the Universal 2D template

Steps to reproduce:

1. Create a new Unity project using the Universal 2D template
2. Open the Tutorials window (Tutorial > Show Tutorials Window)
3. Observe the Tutorials window

Actual results: The window is empty/blank

Expected results: Either the Show Tutorials window button is disabled as it has no use, or there is some sort of informational text in the Tutorials window explaining that there are no tutorials for this template

Reproducible with versions: 6000.6.0b9, 6000.7.0a5

Can’t test with versions: 6000.0.82f1, 6000.3.22f1, 6000.5.9f1 (due to no tutorial framework in these versions)

Tested on (OS): MacOS Silicon Tahoe 26.5.1
