Projects table keeps the filtered empty state ("No projects found" + Clear filter) after the last filter-matching project is removed, even though the filter bar is already empty.

Steps to reproduce:

1. Open the Hub
2. Open the "Installs" tab
3. Hover over "X projects" on any installed Editor that has 1 or more projects
4. Click the "View projects" button
5. Delete all the projects that are shown (in Finder on macOS and Explorer on windows)
6. Open Hub settings
7. Open the Projects tab
8. Click the "Remove missing projects" button
9. Close the Hub settings
10. Observe the Projects list

Actual results: "X projects removed" toast appears and the filter bar empties completely. The "Editor version: 6000.X.Xf1" chip and the Platform dropdown are both gone, and the header row shifts up to where the filter bar used to be. But the table still renders the filtered empty state: "No projects found - Try clearing the selected filter to see all projects" with a Clear filter button, pointing at a filter that is no longer displayed anywhere in the UI.

Expected results: The projects are removed and with no filter left in the filter bar, the table falls back to the unfiltered empty state: "No projects — Create a new project or select your projects folder to get started" with the Import projects / New project buttons.

Reproducible with versions: 3.21.0
