'INSTALL_FAILED' when access to modules.json is denied, but Installation succeeds

Steps to reproduce:

1. Open Terminal with non-admin rights
2. Run 'unity install 6000.5.1f1' (any version works)
3. Let the process finish and observe the Terminal

Actual result: "INSTALL_FAILED" message is shown in terminal "✗ 6000.5.1f1-x86_64 (failed)"

Expected result: Install Succeeded message is shown in terminal "✓ 6000.5.1f1-x86_64"

Reproducible with versions: 1.0.0-beta.6

Tested on (OS): Windows 11 Pro (25H2)
