5.0.0f4 starts downloading when using "unity install ." in Unity CLI

Steps to reprouduce:

1. Open Terminal
2. Run 'unity install .'
3. Observe the Terminal

Actual results: 5.0.0f4 starts downloading

Expected results: Nothing is downloading or a prompt is shown to select the desired verison

Reproducible with versions: 1.0.0-beta.6

Tested on (OS): Windows 11 Pro (25H2){}
