Windows taskbar loading bar is stuck when any loading process is canceled

Steps to reproduce

1. Open Terminal
2. Run "unity install 6000.0.82f1" (or any other version)
3. When the download is >0% press CTRL+C to cancel the process
4. Observe the Windows taskbar

Actual result: The icon is shown with the loading bar on the progress

Expected result: The Icon returns to the normal state (no loading bar)

Reproducible with versions: 1.0.0-beta.6

Tested on (OS): Windows 11 Pro (25H2)

Notes:

• There is a possiblity that processes do not get canceled completely
