Tooltip is not shown when hovering cursor over View Tool in Scene View Tools Overlay

Steps to reproduce:

1. Open any Project
2. Open Scene View and make sure the Tools Overlay is enabled
3. Hover the cursor over the first tool with the hand icon

Actual results: The "Tools" Overlay Menus Tooltip is displayed below

Expected results: The "View Tool" Tooltip is displayed

Reproducible with versions: 2023.1.0a19, 2023.1.20f1, 2023.1.20f1, 6000.0.15f1

Not reproducible with versions: 2021.3.42f1, 2022.3.41f1, 2023.1.0a18
