“Add project from repository” modal does not appear in Hub when the project link is opened after deleting the local project files until the Hub is restarted

Steps to reproduce:

1. Open the Hub
2. Create any project with Version Control and Cloud enabled
3. Click the three dot button on the right of the project
4. Select "Copy link"
5. Delete the project's local files
6. Paste the link in any browser and open with Hub
7. Observe the Hub

Actual results: Nothing happens

Expected results: “Add project from repository” modal appears

Reproducible with versions: 3.21.0

Tested on (OS): MacOS Silicon Tahoe 26.5.1
