Project Wide Actions auto save resets focus to First Action if setting a path for a new Action in quick succession

Steps to reproduce:

1. Open the attached “IN-151567” project
2. Navigate to Edit > Open Project Settings > Input System Package > Input Actions
3. Next to "Actions", click on the Plus button
4. Type in a name for the action, and then press Enter key (the action remains selected)
5. Click on the triangle arrow to the left of the Action name to show the "<No Binding>" option
6. Click on the "<No Binding>" option to show the Binding Properties for the new action
7. Under "Binding Properties" -> "Binding", click the box next to "Path"
8. Observe the which Action in Input Actions List is selected and also the Action Properties window

Actual result: The top action in the "Actions" list is selected, and the Action Properties for the top action is displayed
Expected result: The binding for the new action remains selected, and the Action Properties for the new action remains visible

Not Reproducible with: 1.19.0 (6000.7.0a6)

Reproducible on: Windows 11
Not reproducible on: No other environments tested

Notes:

• Project Settings window must remain focused at all times for this bug to occur
• Might not be able to reproduce after closing the Project Settings window and opening it the second time, then restart the editor
