"Add locales" window title uses sentence case instead of Title Case

Steps to reproduce:

1. Create a new project with 6000.7.0a6
2. Open Edit > Project Settings > Localization and create the Localization Settings asset
3. Click "Add locale" in step 2
4. Read the title of the window that opens, and compare it with other Editor window titles - for example, New Scene, Package Manager, Visual Scripting, Style Sheets

Actual results: The window title reads "Add locales", with "locales" in lower case, while the surrounding Editor windows use Title Case

Expected results: The window title uses Title Case - "Add Locales"

Reproducible with versions: 1.5.12(6000.7.0a6)

Tested on (OS): MacBook Pro - Tahoe 26.6.2
