Localization: Horizontal scrollbar appears without scrollable content on the Project Settings Localization page and in the Inspector when the Localization Settings asset is selected

Steps to reproduce:

1. Create a new project
2. Install the Localization package (com.unity.localization)
3. Open Edit > Project Settings > Localization and create the Localization Settings asset
4. Observe the bottom of the Project Settings panel
5. Select Localization Settings.asset in the Project window
6. Observe the bottom of the Inspector window

Actual results: A horizontal scrollbar is drawn across the bottom of both panels. In each case, the thumb spans almost the full track width, so there is no horizontally scrollable content, and dragging it moves nothing:

• Project Settings > Localization page - step 4
• Inspector, with the Localization Settings asset selected - step 6

Expected results: No horizontal scrollbar is shown in either panel when the content fits the available width

Reproducible with versions: 1.5.12 (6000.6.0b1)

Tested on (OS): MacBook Pro - Tahoe 26.6.2
