Localization: "Add Locale" list opens sorted by the Code column with no sort indicator shown, so the Name column reads as unordered

Steps to reproduce:

1. Create a new project
2. Install the Localization package (com.unity.localization)
3. Open Edit > Project Settings > Localization and click "Create" to make the settings asset
4. Click "Add Locale"
5. Read the "Name" column from top to bottom without clicking either column header
6. Check whether the "Name" or "Code" header shows a sort indicator

Actual results: The list opens in Code order - Arabic, Bulgarian, Catalan, Chinese (Simplified), Czech, Danish, German, Greek, English, Spanish, Finnish, French - which is alphabetical by the second column (ar, bg, ca, zh, cs, da, de, el, en, es, fi, fr) while the user is reading the first. Neither header shows a sort indicator, so nothing explains the order and the "Name" column appears unsorted

Expected results: The list opens sorted by the "Name" column, with the active sort indicated on that header

Reproducible with versions: 1.5.12 (6000.5.7f1, 6000.6.0f1, 6000.7.0a6)

Tested on (OS): MacBook Pro - Tahoe 26.6.2

Notes:

• The "Name" column is the one users scan - it is the first column and the one the search field matches on - so a Code-ordered list makes locating a locale by name harder than scanning an unsorted list would suggest.
• The sequence German, Greek, English, Spanish is the clearest illustration: it looks arbitrary by name, and is only explicable once the reader notices de, el, en, es beside it.
• Clicking either header sorts correctly, so sorting works - only the initial order and the missing indicator are at issue.
