Paste operation after Cut operation has inconsistent behavior in UI Builder and UI Viewport

Steps to reproduce:

1. Create and open a new project
2. In Hierarchy, 'Right-click -> UI Toolkit -> Standard Elements -> Visual Element' (will open in UI stage)
3. Clear the machine's clipboard (Windows + V)
4. In the Editor, Select the Visual Element
5. Press CTRL+X to cut it
6. Press CTRL+V 5 times, to paste it 5 times
7. Observe the Hierarchy

Actual results: 5 Visual Elements are pasted

Expected results: Only 1 Visual Element is pasted

Reproducible with versions: 6000.7.0a6

Not reproducible with versions: 6000.6.0b1, 6000.6.1f1, 6000.7.0a5

Can’t test with versions: 6000.0.82f1, 6000.3.23f1, 6000.5.11f1, 6000.6.0a7 (No UI stage in Hierarchy)

Tested on (OS): Windows 11 Pro (25H2)

Notes:

• In UI Builder, at all points, the Cut operation did not save the element to the Clipboard - it only lasted for a single Paste
