No Cut option in Contextual Menu in UI Builder

Steps to reproduce:

1. Create and open a new project
2. Create a new UXML file and open it in UI Builder
3. Create a Visual Element in the UI Builder
4. Right-click the Visual Element
5. Observe the Contextual Menu

Actual results: There is no Cut operation

Expected results: There is a Cut operation

Reproducible with versions: 6000.0.0f1, 6000.0.83f1, 6000.3.24f1, 6000.6.1f1, 6000.7.0a6

Tested on (OS): Windows 11 Pro (25H2)

Notes:

• Shortcut CTRL+X works, indicating that such an option should be available in the Context menu
• In UI stage (6000.6, and 6000.7), the Cut operation is shown in Context Menu
