Shortcuts: Shortcuts system tries to display tooltips from not active window

Steps to reproduce:

1. Create new project
2. Go to menu "Unity" -> "Shortcuts"
3. Verify, that "Shortcuts" window opens
4. In profile drop-down menu select "Create New Profile"
5. Verify, that "Create Profile" window opens
6. Hover the mouse on the items, displayed in "Shortcuts" window items, which have tooltips

Expected result:  "Shortcuts" window isn't active, so tooltips shouldn't be displayed.

Actual result: Seems system tries to display the tooltips from the window which is not active. Added screenshot and video in the "Attachments" section.

Reproducible with: 2023.2.0a2, 2023.1.0b3, 2022.2.7f1, 2021.3.18f1, 2020.3.45f1.

Tested on MacOS Monterey, Version 12.6.2
