Steps to reproduce:
- Download attached project and open in Unity.
- Open the Render Pipeline Converter >> Window >> Rendering >> Render Pipeline Converter.
- Make sure the Source Target is Built-in, and the Target Pipeline is Universal Render Pipeline (Universal Renderer).
- Select the Rendering Settings.
- Press Scan button.
- Press Convert Assets.
- Select the Target Platform to Universal Render Pipeline (2D Renderer).
- Hover the mouse over the greyed out 2D Converters.
Actual results: 2nd line of the tooltip will ask to upgrade the project to URP. But the project is already converted to URP.
Expected results: This is just the suggestion, but maybe it should ask to assign the URP asset with the 2D Renderer as an active render pipeline. But not ask to convert the project to URP, because it is already converted.
