ECS content builds produce non-deterministic RemoteContent files when consecutively building and publishing unchanged assets

How to reproduce:

1. Open the attached “IN-149444_repro.zip” project
2. Navigate to File -> Build Profiles -> Switch Profile → Build
3. Select the “Builds/Test_Build” folder
4. Navigate to Assets -> Publish -> Existing Build
5. Select the “Builds/Test_Build” folder
6. Rename the generated “Windows-RemoteContent” folder to “Windows-RemoteContent-Old”
7. Navigate to File -> Build Profiles -> Build
8. Select the “Builds/Test_Build” folder
9. Navigate to Assets -> Publish -> Existing Build
10. Select the “Builds/Test_Build” folder
11. Observe the contents of the old “Windows-RemoteContent-Old” and the new “Windows-RemoteContent” folders

Actual result: Some of the binary files and catalog hashes inside the two folders differ from one another
Expected result: All binary files and catalog hashes inside both folders are exactly identical

Reproducible with: 6000.6.0a4 (77e2e2eea1be), 6000.6.0f1, 6000.7.0a6
Not reproducible with: 6000.0.83f1, 6000.3.23f1, 6000.5.11f1, 6000.6.0a3
