Steps to reproduce:
- Create a new Unity project using the Universal 3D template
- Open the Project Settings window (Edit > Project Settings)
- Select the "Graphics" tab
- Tick the "Preload Shaders After Showing First Scene" setting
- Observe the "Preload Time Limit Per Frame (ms)" field that appears under it
- Select another tab (e.g. "Player") and select the "Graphics" tab again
- Observe the "Preload Shaders After Showing First Scene" setting
Actual results: "Preload Time Limit Per Frame (ms)" is set to "-1" and the setting is not saved - "Preload Shaders After Showing First Scene" is unticked again after reselecting the "Graphics" tab
Expected results: "Preload Time Limit Per Frame (ms)" is set to "0" and the setting remains enabled after reselecting the "Graphics" tab
