Prefab instance is not added to the new Hierarchy window when dragged into the Scene view while the Editor is under load

How to reproduce:

1. Open the attached "IN-152851_Hierarchy_Window_Bug" project
2. Open the "ReproScene"
3. Drag and drop "ReproPrefab" to the Scene view twice
4. Observe the Hierarchy window

Actual result: The Prefab instance is not added to the Hierarchy window
Expected result: The Prefab instance is added to the Hierarchy window

Reproducible with: 6000.6.0a7, 6000.6.0f1, 6000.7.0a6
Not reproducible with: 6000.3.0a2, 6000.3.23f1, 6000.5.11f1, 6000.6.0a6
Could not test with: 6000.0.0f1, 6000.0.83f1 (New Hierarchy window was added in version 6000.3.0a2)
