Steps to reproduce:
- Create a new project on 7000.0.0a1
- Open "Window > Analysis > Project Auditor"
- Install the Rules package using the "Install Rules" button
- Do not run an analysis
- Select "Migrate to URP" and read the page header
Actual results: The header reads "Migrate to URP |" with nothing following the separator. The separator is only drawn once the Rules package is installed, and it is only left dangling while no analysis has been run. All three states:

Expected results: The separator is not drawn when there is no report name to follow it.
