Steps to reproduce:
- Create a project with the 2D (Built-In Render Pipeline) template in 6000.6 and close it
- Open the project in 6000.7.0b1
- Install the com.unity.project-auditor-rules package
- Open "Window > Analysis > Project Auditor > Migrate to URP"
- Tick the backup confirmation and press "Start Migration", then let steps 1 to 3 complete
- At step 4, read "Current Render Pipeline" and "Objects to convert"
- Press "Open Render Pipeline Converter", then press "Scan"
- Read the "Rendering Settings" group and attempt to press "Convert Assets"
- Return to the wizard and press "Re-analyze project"
Actual results: Step 4 reports Objects to convert: 7 and does not advance, on a project whose "Current Render Pipeline" it also reports as Universal.
The converter lists the same 7 objects, 1 Graphics "Default Render Pipeline" and 6 Quality levels, each with status — and the text "already references a Render Pipeline Asset". "Convert Assets" is disabled, nothing is selectable, and the group reports 0 warnings, 0 errors and 0 successes.
"Re-analyze project" does not clear the count. The wizard advances only via "Skip to Summary", a control labelled as abandoning the step rather than completing it.
Expected results: A project already on URP does not report outstanding conversion work. Either the rule does not fire on settings that already reference a Render Pipeline Asset, or step 4 treats "the converter has nothing left to convert" as completion and advances normally.
