Steps to reproduce:
- Create a project on 6000.7.0b1 that requires URP migration
- Install the com.unity.project-auditor-rules package and open "Window > Analysis > Project Auditor > Migrate to URP"
- Complete the wizard so all four steps report as done: Install URP, Create URP asset, Analyze project, Run Converter
- Confirm all four steps are ticked in the step indicator
- Expand "Top Ten Issues", then expand the "Universal Render Pipeline: Object requires conversion" entry
- Read the buttons offered on the right of that entry
- Press "Migrate to URP"
- Read the "Source Pipeline" field in the "Render Pipeline Converter" window that opens
Actual results: With all four wizard steps ticked and the migration reported as finished, the issue entry still offers a "Migrate to URP" button.
Pressing it opens the Render Pipeline Converter with "Source Pipeline" set to "Built-in", on a project that the same window reports as being on the Universal Render Pipeline. The converter's banner then instructs the user to select a source and target pipeline and press Scan, as though the migration had not been run.
So a completed wizard offers to perform the migration again, and the tool it opens asserts the project is still on the Built-in pipeline.
Expected results: Once the wizard reports the migration complete, it does not offer an action to perform it again. If the button is meant to reopen the converter for remaining per-object work, its label says so rather than "Migrate to URP", and the converter opens with the project's actual current pipeline as the source.
