ListView displays "List is empty" when the List is empty

How to reproduce:
1. Open the attached project "IN-53949.zip"
2. Open Window>ListViewExampleWindow

Expected results: The window is empty
Actual results: "List is empty" is displayed in the window

Reproducible with: 2021.3.30f1, 2022.3.10f1, 2023.1.14f1, 2023.2.0b11, 2023.3.0a6

Reproducible on: Windows 11 22H2
Not reproducible on: No other environment tested
