PanelRenderer UIReloadCallback isn't triggered before first Update()

Steps to reproduce:

1. Create a project with a PanelRenderer component
2. Attach a script that RegisterUIReloadCallback in Awake() or OnEnable()

Actual results: The callback is triggered after the first Update()

Expected results: The callback should be triggered before the first Update()

Reproducible with versions: 6000.6 6000.7 7000.0
