Error "The type or namespace name 'PBXProject' could not be found" is thrown when a project is opened that does not have an IOS module installed

Reproduction steps:
1. Open the attached “ASDQWE” project

Expected result: No compilation error is thrown
Actual result: Multiple “error CS0246: The type or namespace name 'PBXProject' could not be found” errors are thrown

Reproducible with: 2021.3.32f1, 2022.3.13f1, 2023.1.20f1, 2023.2.0f1, 2023.3.0a14

Reproducible on: Intel macOS 14
Not reproducible on: No other environment tested

Note: The Build target is not set to IOS and the IOS module is not installed
