Steps to reproduce:
- from a command line create a new project using 'unity.exe -createProject [path]'
- build and run blank project
Actual results:
no rendering! there is no BiRP now and URP is not installed
this could potentially add extra cycles and confusion not only to users (although I'd guess most don't use this to create new projects) but AI tools as well.
Expected results:
since URP is the only rendering path now it should be installed by default (I guess there may be some discussion about HDRP, I dunno)

probably only really relevant to 7+ because of the BiRP removal
