Unity Version Control window reopens and gains focus when scripts are recompiled

How to reproduce:

1. Create any project with the 3D Template
2. Install the Unity Version Control package
3. Open the Unity Version Control window (Window > Unity Version Control)
4. Dock the Unity Version Control window next to the Project and Console tabs
5. Select the Project tab
6. Create a script, open it in an external editor, make any change, and save
7. Return focus to the Unity Editor and wait for compilation to finish
8. Observe the Editor

Actual result: Unity Version Control panel gets opened and focused on
Expected result: The Editor focuses on the last focused panel

Not reproducible with: 6000.0.83f1
Could not test with: 7000.0.0a5, 7000.0.0a7, 7000.0.0a8 (Unity Version Control package is incompatible with these versions)
