“error CS0619: ‘ScriptCompilationOptions.DevelopmentBuild’ is obsolete” is thrown when Addressables is installed

Steps to reproduce:

1. Create a new project from the Universal 3D (URP blank) template
2. Select Window > Package Management > Package Manager
3. Select Unity Registry, select Addressables and click Install
4. If the "Enter Safe Mode?" dialog appears, click Ignore
5. Observe the Console

Actual results: "error CS0619" is thrown and Addressables does not compile

Library/PackageCache/com.unity.addressables@046549581c8a/Editor/Build/DataBuilders/AddressableAssetsBundleBuildParameters.cs(71,35): error CS0619: 'ScriptCompilationOptions.DevelopmentBuild' is obsolete: 'ScriptCompilationOptions.DevelopmentBuild is obsolete and has no effect: the Development Build setting no longer affects script compilation, and the DEVELOPMENT_BUILD scripting symbol is no longer defined. Use PlayerSettings.SetManagedCodeVariant to control the DEBUG, UNITY_ENABLE_CHECKS, and UNITY_INCLUDE_INSTRUMENTATION scripting symbols instead.'

Expected results: Addressables installs and compiles without errors

Reproducible with versions: 4.1.1 (7000.0.0a9)

Not reproducible with versions: 4.1.1 (6000.0.84f1, 6000.3.24f1, 6000.7.0b5, 7000.0.0a8)
