Thank you for your bug report. After reviewing the issue and the impact and risks it has on our users our team has decided that this case will be resolved as "Won't Fix" for 2021.3. This issue will be fixed in 2022.3 and newer versions so we recommend you upgrade your project to those. This does not mean that the issue isn't a legitimate bug, but instead that we are not able to prioritize the fix, at this time. The case will now be closed, and will not be reopened unless new information arises that would change the issue's impact. How to reproduce:
1. Open the attached project “SceneLightIssue.zip“
2. Open Scene “SampleScene“
3. Disable the Scene lighting by pressing the lightbulb symbol at the top right of the Scene view
4. Observe the lighting of the “Cube (Layer 1)“ GameObject

Expected result: The “Cube (Layer 1)“ GameObject is bright
Actual result: The “Cube (Layer 1)“ GameObject is dark

Reproducible with: 2021.2.0a17, 2021.3.23f1, 2022.2.16f1, 2023.1.0b13, 2023.2.0a11
Not reproducible with: 2020.3.47f1, 2021.2.0a16

Reproduced on: macOS 13.0.1 (Intel), Windows 10 (by reporter)
