Async thunks do not run when DevTools is enabled through StoreFactory.DefaultEnhancer

How to reproduce:

1. Open the attached "IN-157329" project
2. In the menu bar select Tools > "IN-157329 Run repro"
3. Observe the Console

Actual result: The Console logs "async thunk payload creator ran with devTools enabled = False"
Expected result: The Console logs "async thunk payload creator ran with devTools enabled = True"

Reproducible with: 2.0.2 (6000.0.0f1), 2.2.4, 3.0.0-pre.1 (6000.7.0b6, 7000.0.0a11)

Reproducible on: Windows 11 (25H2), Windows 10 (by user)
Not reproducible on: No other environments tested
