Some HDRP Wizard tooltips are rendered outside the window

How to reproduce:
1. Create a new HDRP Project
2. Go to Window -> Rendering -> HDRP Wizard
3. Hover on the "HDRP" section and observe the tooltip

Expected results: The tooltip is rendered near the hovered part
Actual results: The tooltip is hovered outside the window

Reproducible with: 6000.0.45f1, 6000.1.0b13, 6000.2.0a8

Reproducible on: macOS Sequoia 15.3 (M1)
Not reproducible on: No other environment tested

Note: Not reproducible with the other sections in the HDRP Wizard
