Variable.ValueChanged is not raised when the value is changed through a SerializedObject

How to reproduce:

1. Open the attached "IN-155274" project
2. In the menu bar, select "Tools" > "Bug Repros" > "Smart Strings Inspector edit ValueChanged"
3. Observe the Console

Actual result: The Console shows "Set through SerializedObject: value 7, ValueChanged events: 0"
Expected result: The Console shows "Set through SerializedObject: value 7, ValueChanged events: 1"

Reproducible with: 6000.7.0a4, 6000.7.0b6, 7000.0.0a10
Could not test with: 6000.0.0f1 (Smart Strings was added to the Editor in 6000.7.0a4)

Reproducible on: Windows 10 (by user), Windows 11 Enterprise (25H2)
Not reproducible on: No other environments tested

Note: Setting the value from code raises the event ("Set from code: value 7, ValueChanged events: 1")
