Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/SampleScene.unity” Scene
3. Enter the Play Mode
4. Open “/Assets/URP-HighFidelity-Renderer.asset“ in Inspector
5. Under Decal enable “Use Rendering Layers“
6. Enable Frame Debugger (Window > Analysis > Frame Debugger)
7. Observe the Frame Debugger
Expected result: “DepthNormalPrepass” or “DrawDepthNormalPrepass” does not exist
Actual result: “DepthNormalPrepass” or “DrawDepthNormalPrepass” is present
Reproducible with: 2022.3.7f1, 2022.3.15f1, 2022.3.51f1, 6000.0.24f1, 6000.1.0a1
Could not test with: 2021.3.45f1 (No “Use Rendering Layers“ option)
