Shadows flicker when sorting is on

How to reproduce:
1. Open the attached package
2. Open shadows scene and observe that shadows do not flicker
3. Open VFX Graph and select Output
4. In the Inspector, set Sort setting to On
5. Observe shadows in the scene view

Expected result: Shadows do not flicker
Actual result: Shadows flicker

Reproducible with: 2022.1.0f1(13.1.8 public), 2022.2.0a13 (14.0.2 trunk)
Not reproducible with: 2021.2.16f1 (12.1.6 public)
