We have reviewed the issue carefully, and in this case, the team is unable to prioritize fixing this bug. The Cloud Layer distortion you described is associated with Shader Precision Model set to Unified in Edit → Project Settings → Player. As a workaround, set Shader Precision Model to Platform Default, which avoids the problem on typical desktop targets.
