Image ignores the UV rect parameter when a sprite is used

We're very close to the release of 22.2 so it's not worth backporting to 22.1

Repro steps:

Expected Result: Shows the top-right of the sprite, and the full sprite flipped around the origin

Actual Result: Shows the full sprite twice without flip
