Package Manager button does not have the “Hold command to drag and move” tooltip

Steps to reproduce:

1. Create a new Unity project using the Universal 3D template
2. Hover the mouse cursor over the Package Manager button
3. Observe the tooltip

Actual results: Hold command to drag and move” tooltip does not appear like for other buttons in the toolbar

Expected results: Hold command to drag and move” tooltip appears like in every other button in the toolbar

Reproducible with versions: 6000.3.0a6

Tested on (OS): macOS Silicon Sequoia 15.6

Notes:

• Seems inconsistent for some buttons to have it and for others not to have it
