Build and Run button greyed out for locally invalid architecture, despite remote build is specified

Steps to reproduce:

1. Install editor for x64 windows
2. Launch empty project
3. Target ARM architecture (notice build and run is greyed out, this is correct you cannot locally run ARM on x64 device)
4. Change the "build and run on" setting to target a remote device (i.e device portal)

Actual results: You will notice the build and run button is still greyed out

Expected results: Build and run should not be grey as the target device could be ARM architecture.

Additional Notes:

We should also consider what this looks like with an ARM development machine using ARM editor targeting an x64 or ARM target device

Reproducible with versions: 6000.0.20f1. 6000.6.0a2

Not reproducible with versions: 6000.0.19f1
