Editor.OnPreviewGUI background isn't rendered in HDRP or URP

How to reproduce:
1. Open the user-attached project “OnPreviewGUI test HDRP”
2. Observe the “GUIPreviewTest” window

Expected result: The background texture is rendered
Actual result: The default grey background is rendered

Reproducible with: 2020.3.41f1, 2021.3.12f1, 2022.1.22f1, 2022.2.0b15, 2023.1.0a17

Reproducible on: Windows 11 Pro

Note: The issue is not reproducible without HDRP or URP package
