Reproduction steps:
1. Open the attached "ReproProj" project
2. Open the "Assets/Scenes/SampleScene" scene
3. Click on the “Ocean” GameObject and in the Inspector set the “Geometry Type” of the “Water Surface” Component to Infinite
4. In the Scene View, move around with the arrow keys and exit the water through the side
5. Observe the results
Expected results: The "Under Water" effect is not applied when not underwater
Actual results: The "Under Water" effect is applied even when not underwater

Note: When upgrading the project from 2023.1.0a16 to 2023.1.0a17 or a few higher versions of the 2023.1 stream, the water does not render until the “Edit” -> “Project Settings” -> “Graphics” -> “HDRP Global Settings” tab is opened
