Steps to reproduce:

Open any Project
Open the Package Manager Window
Select any installed Package with Samples available
Click any Install or Update or Remove button and drag without letting go to elsewhere in the Window & observe the Button
Open the Samples Panel of any Package
Click Import or View More Samples buttons and drag without letting go to elsewhere in the Window & observe the Button

Actual results: No focus highlight appears on the Package installs buttons, focus highlight appears on the Samples buttons

Expected results: Focus highlight appears on all Package Manager's buttons or does not appear on any of them

Reproducible with versions: 2023.2.0a18, 6000.0.75f1, 6000.3.16f1, 6000.4.8f1, 6000.5.0b9, 6000.6.0a5

Not reproducible with versions: 2023.2.0a17

Tested on (OS): Windows 11
