Two new Bindings are added when adding Binding to the Action for the first time

Newly created actions already have an empty binding and you're creating a second one during your reproduction steps thus 2 bindings
How to reproduce:
1. Open the “TestInputAction” project
2. Create a new Input Action (Assets → Create → Input Action)
3. Open the newly created Input Action
4. Add a new Action Map
5. Click the plus button on the New Action
6. Select "Add Binding”
Expected result: One Binding is added
Actual result: Two Bindings are added
